Additional Licensing Scheme From 1 April 2019, the council will be introducing an ‘Additional’ licensing scheme for multi-occupied premises under the provisions within Part 2 of the Housing Act 2004. This Additional Licensing Scheme will cover the whole borough excluding the current Selective licensing designation (Spitalfields and Banglatown, Weavers, Whitechapel pre-2014 wards) and HMOs licensed under the Mandatory Scheme.
The following wards are included in the Additional Licensing Scheme (based on pre 2014 ward boundaries); Island Gardens, St. Dunstan’s, Canary Wharf, Stepney Green, Blackwall and Cubitt Town, Shadwell, Poplar, St. Katherine and Wapping, Lansbury, St. Peters, Limehouse, Bethnal Green, Mile End, Bow West, Bromley South, Bow East, Bromley North.
An EICR inspection should only be carried out by a registered electrician with EICR experience.

An electrical installation condition report (EICR), or periodic inspection report as they used to be called are often referred to by customers as a Landlord Safety Test or Homebuyers Test.

Do you need an EICR certificate? An Electrical Installation Condition Report (EICR) is recognised certification that an electrician can report after a survey of an electrical installation.
EICR certificates are required for residential, commercial or industrial buildings with different requirements of how often a survey is carried out. EICRs can pick up potential electrical problems before they become serious.
